Minister of Justice, Hon. Delroy Chuck, is calling on the region’s parliamentarians to scale up action in the fight against HIV and AIDS in the Caribbean.He said that priority must be given to tackling stigma and discrimination against people living with AIDS, and removing legal and social barriers that drive the epidemic underground and limit access to prevention and treatment.He said parliamentarians must also support and advance actions for social protection of people living with HIV, and become advocates and ambassadors for HIV and AIDS in their communities, constituencies and in the Parliament.He further urged support for human rights and social justice programmes; adoption of effective legal provisions addressing violence against women and girls; and development of social services, including shelters.Minister Chuck was addressing the opening of the Pan Caribbean Partnership against HIV and AIDS (PANCAP) Regional Parliamentarians Forum at The Jamaica Pegasus hotel in New Kingston on May 30.He welcomed the staging of the event, noting that it is a clarion call for leaders to get involved and stay involved in the fight against HIV/AIDS. He said the disease has demonstrated the capacity to destabilise countries.Minister Chuck said the biggest mistake would be to treat HIV/AIDS as solely a health issue.“The social determinants of HIV demand a response that transcends the boundaries of health sectors. Speaking at the post-match presentation, Kohli rued the fact that his bowlers didn’t perform well in the first six overs. “We played a pretty good game I guess. But that doesn’t mean every useful bit of information has been presented on the New England Patriots and the Philadelphia Eagles. We dug into the databases of ESPN’s Stats & Information Group and Football Outsiders to find a few obscure statistical areas to highlight that could help predict Sunday’s showdown.Stat No. 1: Weighted DVOAThe key efficiency metric used at Football Outsiders is Defense-adjusted Value Over Average, or DVOA for short (explained here). For the season, the Eagles ranked fifth in DVOA (23.5 percent) and actually edged out the sixth-ranked Patriots (22.6 percent). However, when looking at weighted DVOA, which places less importance on early-season games — the ones when the Patriots couldn’t get off the field and Carson Wentz was launching his breakout campaign — things become much different. The Patriots finished No. 1 in weighted DVOA (33.6 percent) and were 10 percentage points higher than the No. 7 Eagles (23.6 percent).It makes sense for the Patriots to rank No. 1 in weighted DVOA. Four of their five lowest games by DVOA came in the first five weeks of the season. Their only loss in their last 14 outings was the Week 14 game in Miami. It also makes sense that the Eagles held steady between the two stats: Philadelphia had five games with negative DVOA in 2017, and four of them were the last four games of the regular season.It has taken some time to adjust from Wentz to Nick Foles at quarterback, but Foles and the Eagles were stellar in the NFC Championship Game against Minnesota. That game is not reflected in the 23.6 percent weighted DVOA for the Eagles, but as Neil Paine recently wrote, a dominant performance in the conference title round has not been predictive of success in the Super Bowl.Since 1986 (as far back as the data currently goes), teams with at least a 5 percentage point edge in weighted DVOA are 15-8 in the Super Bowl. The 2011 Patriots also came close with the 30th-ranked defense, but Eli Manning led the Giants down the field for another game-winning drive in Super Bowl XLVI. New England actually allowed more than 400 yards of offense in each of the first six games but has done that just once in the past 12 games, including the playoffs, and has conceded more than 20 points just twice.The improvement in defensive coordinator Matt Patricia’s unit has been real, but the Patriots still rank only 22nd in weighted defensive DVOA because they continue to allow a lot of successful plays. The 2017 Patriots have one of the most statistically unique defenses that we have ever studied. They are 32nd in yards per drive allowed but still rank sixth in points per drive allowed. No other defense since the latest league expansion in 2002 has ranked in the top 10 in points per drive allowed while ranking 26th or lower in yards per drive allowed. The Patriots were able to accomplish this with an extreme bend-but-don’t-break style of play. While part of this reflects New England’s red-zone defense that ranks second in points allowed per red-zone appearance, it’s also a matter of real estate. The Patriots’ opponents have the worst starting field position in the league thanks to New England’s strong special teams and ball security on offense — so there are more yards for offenses to gain against this unit. Still, the defense has managed to keep scoring down and is even doing this with just one takeaway in the past six games.You also can say that the Patriots have had some good fortune on defense this year. Opposing kickers missed nine field goals against the Patriots for a success rate of 71.0 percent, the second lowest against any team in 2017. New England has also controversially benefited from a few touchdowns overturned by replay — against the Jets (Austin Seferian-Jenkins), Steelers (Jesse James) and Bills (Kelvin Benjamin).Lest we forget, the Eagles finished 2017 ranked fourth in offensive points per drive. Foles threw four touchdowns against the Giants and just shredded a superior Minnesota defense in the NFC Championship Game for 352 yards and three touchdowns. If head coach Doug Pederson can devise another good offensive game plan, the Eagles could be poised for another big night of scoring against a suspect defense.Stat No. 3: Under PressureThese were two of the best offenses at handling pass pressure all season long, though Wentz hid a lot of Philadelphia’s protection problems with his mobility. Foles is not nearly the same threat in that regard, and he’s also not playing as well as Brady has been under pressure, which we highlighted a few weeks back.Using a scatter plot from ESPN Stats & Info, we looked at how teams fared under pressure by comparing their Total Quarterback Rating (QBR) to their average air yards per pass attempt (how far the ball traveled relative to the line of scrimmage). Not only were the Patriots and Eagles among the top three offenses in QBR, but they were also among the five most vertical offenses when pressured, both averaging just shy of 10 air yards per attempt. Brady in particular has really taken to throwing deep with defenders bearing down on him. Since 2015, Brady leads all quarterbacks by averaging 10.28 air yards per pass attempt while pressured, according to ESPN Stats & Info. In 2017, Brady has clearly been leaning toward the left portion of the field on passes thrown more than 15 yards beyond the line of scrimmage. He has thrown for 723 yards on 52 deep passes outside the left numbers, as opposed to 407 yards on 25 deep passes outside the right numbers.New England wide receiver Brandin Cooks leads the NFL (including the playoffs) with 381 receiving yards on passes to the deep left this season. He could be in for a big night against a Philadelphia defense that fared better in DVOA on passes thrown to the deep right (-10.8 percent) than the deep left (6.5 percent).Stat No. 4: The Predictable Game Script?In their previous seven Super Bowls, the Patriots have never scored in the first quarter. Every game was decided by 1 to 6 points, and either Brady or Eli Manning led a game-winning drive in the fourth quarter or overtime. This season, the Patriots and Eagles led the league in net points per drive, with 1.04 and 0.79 points respectively, and both are accustomed to playing with the lead, though the Patriots needed late game-winning touchdowns to topple the Steelers (in Week 15) and Jaguars in crucial matchups.We turned to EdjFootball, part of the EdjSports analytics site, for its Game Winning Chance probability data to see which team had the higher average win probability through each of the first three quarters of their 2017 games. 2010GB25.14PIT38.42-13.3 1995DAL30.83PIT24.75+6.1 Including the playoffs, the Patriots hold a slight edge over the Eagles in each quarter, boasting an average Game Winning Chance of 76.5 percent to start their fourth quarters compared with 73.1 percent for the Eagles. However, the Patriots have had a rougher go of things in the playoffs; they held just a 16.2 percent Game Winning Chance to start the fourth quarter against Jacksonville in the AFC Championship. Of course, it sure felt like the Patriots would come back from that deficit more than 16 times given 100 chances, but that’s just because we’ve seen this play out so often.No matter how well the Eagles start this game, we know the Patriots have the ability to come back. To make matters worse, Philadelphia’s worst defensive quarter this season was the fourth quarter, in which its DVOA fell to 14th after ranking in the top five in each of the first three quarters. While the Eagles have some experience at holding big leads, they weren’t doing so against an experienced New England team with Brady and Belichick. The Eagles have to be able to exploit the holes in New England’s defense to put a big number on the scoreboard and keep Brady off the field as much as possible.

Bledsoe, age 50, of Sterling for injuries sustained as a result of the ATV accident. According to the online Trooper dispatch, Bledsoe had been operating the ATV alone on the off road trails traveling Southbound towards Soldotna. Bledsoe lost control of the ATV, and entered the roadway where the ATV rolled over causing him to be ejected from the ATV and land in the travel lane of the highway. Bledsoe was taken to Central Peninsula Hospital where he was treated for the injuries, and is currently listed in stable condition. There are no other vehicles involved and alcohol is suspected to be factor. Investigation continues.

According to the online Trooper dispatch, the individual called and advised they were a State Trooper and the person missed Jury Duty. The caller then proceeded to advise the individual they needed to pay fines so they won’t be arrested. The caller will ask the individual to pull cash out of their bank account and buy some type of gift card. They will ask you to read the number to them and destroy the number after you read it. If at any time the public receives a phone call and needs to verify if it’s a scam they can contact their local police department or State Troopers 24 hours a day at 907-262-4453. There are many different phone scams currently taking place, according to Troopers.

Scout Analytics, a specialist in digital revenue optimization (including calculating revenue-per-visitor for publisher sites), has released new research offering publishers four new ways to categorize Web site traffic-and assign value to them. According to Scout Analytics, audience breakdown includes:Fly-by: Someone who visits once. Occasional: Visitor to the site two to three times per month. An occasional visitor has an average revenue potential of 5:1 compared to fly-bys. Regular: Visitor to the site one to two times per week. A regular has an average revenue potential of 10:1 compared to fly-bys.Fan: Visitor to the site more than two times per week. A fan has an average revenue potential of 50:1 compared to fly-bys. According to Scout Analytics, fly-bys make up 70 percent to 80 percent of the average publisher’s audience, but deliver less than 30 percent of page views. One site the company works with had 400,000 monthly uniques, but discovered just 15,000 core users. “They had been assuming they had loyal readership of 400,000.” says Scout Analytics vice president of strategy Matt Shanahan. “A loyal reader is recurring revenue. Everyone wants to optimize SEO but I would say for most publishers, the SEO is working fine. What you’re not doing is converting fly-bys into loyal readers.”

It’s possible we might lose sight, at times, of just how the motoring public feels about autonomous vehicles, but thankfully the fine folks at CarGurus figured that they should find out.For its 2019 autonomous driving survey, CarGurus polled 1,146 car owners to see what their opinions on a potential autonomous future might be. This is the second time that CarGurus has conducted this survey, and the results are more than a little interesting.”Consumer sentiment around self-driving cars is changing fast, with enthusiasm rapidly replacing skepticism,” Madison Gross, director of customer insights at CarGurus, said in a statement Wednesday. “These benchmarked results demonstrate that today’s consumers are becoming more comfortable with the idea of either owning an autonomous vehicle, or having them on the road, and it will be fascinating to continue to monitor this perception shift.”Last year, just 21% of those polled said that they were excited about autonomous vehicles, but this year that number jumps all the way to 32%. Perhaps even more telling is that the number of people concerned about the advent of self-driving cars dropped by 10%, from 47% to 37%. Tesla led the pack in last year’s survey as well, and we imagine that a lot of that is down to the manufacturer’s image of cutting-edge and its use of terms like Autopilot and “Full Self-Driving.”Based on what we learned during Tesla’s Autonomy Investor Day, autonomy is clearly on its agenda. However, unlike companies like Waymo that have documented countless miles of instrumented testing on public roads, Tesla has done very little beyond pulling data from its customer’s vehicles as those customers use Autopilot.Another big topic of Tesla’s Autonomy Investor Day involved the company’s plans to launch a fleet of driverless taxis. Other ride-hailing companies such as Lyft and Uber have also been investing vast amounts of time and money in self-driving car research in order to be the first to market with an autonomous cab; however according to CarGurus’ survey, only around 35% of people would be willing to hop in a driverless car from a ride-hailing service.CarGurus’ data was collected in March, well before Tesla went robotaxi-crazy during its autonomy presentation, so we would be interested to see if Tesla vowing to get into that field would sway that 35% number, given people’s trust in the brand to develop the technology.So, what is Roadshow’s takeaway from all of this? [Representational Image]Reuters FileReliance Communications (RCom) on Friday sought time from the Mumbai bench of the National Company Law Tribunal (NCLT) as it hopes to convince China Development Bank (CDB) to withdraw its objection to the sale of its tower business and the proposed merger with Aircel, reports said on on Friday.RCom told NCLT that it is “running against time” to close the merger of its wireless business with Aircel, which will help it repay a majority of its loans to its creditors. CDB had objected to the $6-billion merger of debt-ridden telecom operators RCom and Aircel even after regulators, such as the Competition Commission of India (CCI), had cleared the deal.The bank, represented by senior counsel Darius Khambata at the NCLT, had sought a meeting of creditors with both companies ahead of the merger to discuss the loan-settlement terms.RCom senior counsel Janak Dwarkadas told the tribunal at a hearing that RCom is also in talks to address major lender China Development Bank’s (CDB) apprehensions about the deal. “(The) parties (Rcom and CDB) are negotiating as we speak. We are hopeful of some agreement.” The next date for hearing has been fixed for August 2.The Aircel deal and a stake sale in the tower business are expected to reduce RCom’s debt of around Rs 45,000 by 60 percent. The beleaguered telcom company needs to complete the merger as well as the tower sale within the seven-month breather it has from lenders, which expires in December 2017, according to an ET report on Friday.RCom owes the Chinese lender close to Rs 9,000 crore. The telco’s gross debt at the end of March 2017 was Rs 45,000 crore. Loans from local lenders stand at Rs 25,000 crore. RCom’s counsel Janak Dwarakadas said the company was hopeful of arriving at some arrangement with CDB.RCom’s representatives assured the tribunal that a creditor meeting would be called because it is important for the company to close the deal. “If you keep hearing till November, the debt will be declared NPA (non-performing assets),” Dwarkadas told the two-member bench comprising judges B S V Prakash Kumar and V Nallasenapathy, adding that nine of its lenders had given a go-ahead to the merger.ET had earlier reported that Aircel sourced equipment from Chinese vendors such as Huawei and ZTE, which are backed by loans from the Chinese banks like CDB. Additionally, RCom has over $1 billion in loans from Chinese banks. According to the rules, a merger needs the approval of 75 percent of lenders. RCom had sought a waiver of the rule on the grounds that the deal with Aircel only affected shareholders, not lenders.

File PhotoOpposition Bangladesh Nationalist Party (BNP) secretary general Mirza Fakhrul Islam Alamgir in an exclusive interview with Prothom Alo has said now is not the time to say if the party will go to the general elections later this year or not.The 11th parliamentary elections shall be held by the third week of January 2019 as per the present constitution after the 15th amendment brought by ruling Bangladesh Awami League (AL) in 2011.AL president and prime minister Sheikh Hasina, who came to power in a military controlled election in 2008, however, said on a number of occasions that the next general elections will be held in December this year.Asked who would be BNP’s Mahathir if it wins the next polls as the party often refers to Malaysia’s recent elections, Fakhrul said, “We haven’t yet decided if we will join the polls or not. We haven’t taken a decision that we will join the polls in a situation when Khaleda Zia will remain in the jail and Tarique Rahman outside the country.”BNP chairperson and former prime minister Khaleda Zia has been in jail since 8 February and her son and party’s senior vice chairman Tarique Rahman has been in London since 2008.Asked if the party wants to shelve the question of making prime minister anybody from outside the Zia dynasty, Fakhrul said, “Yes, because the time for making such a decision is yet to come. It involves more discussion and consultation. We’re not even ruling out the possibility of joining the polls.”Asked how long BNP senior vice chairman Tarique Rahman will be “absconding” outside the country when his mother Khaleda is languishing in jail and in poor health, he said Tarique is not scared at all.“He needs to physiotherapy twice in a week. He’s yet to recover the spinal injury he suffered during the 1-11 regime. He won’t be able to get the therapy once he is back to the country and then won’t recover. Given the present circumstances in the country, we won’t see him in good health.”Dwelling on the health of Khaleda, Fakhrul said, “She has been suffering from osteoarthritis and it has deteriorated, affecting not only her knees but also her arms. Her left arm has grown heavy. She can’t hold anything with that arm. She is also suffering from a neck ache due to spondylitis.”Asked if the party has taken the issue to the court, Fakrhul replied in the negative and said, “Our experience is that the authorities form a medical board primarily composed pro-government doctors. We can’t seek the inclusion of private doctors.”About the possibility of going to polls under AL president Sheikh Hasina, Fakhrul said the party never said specifically that it would or wouldn’t join the polls under Hasina. “We’ll continue our street campaign and then will decide after observing the government’s actions.”When his attention was drawn to a court that slapped a moratorium on publication of a speech of Tarique Rahman as long as he remains absconding, Fakhrul said the Bangladesh media hasn’t given due consideration to this matter.“Those who believe in freedom of expression, and want to hear voices of dissent, should have looked into the matter.”Asked why the party didn’t file an appeal against the court order, the BNP leader said they didn’t do so because of their experience.“Whenever we move to the court with any issue, our appeal has been rejected every time. The court’s view of us is negative. We went to the court in the case of Madam’s [Khaleda] affairs, but we know we will not get results. We will however look into the matter as it’s a serious threat to freedom of press and freedom of expression.”About the possibility of BNP forging any alliance with HM Ershad, Fakhrul said, “There is no last word in politics. It depends on the situation. There’s been no communication with him [Ershad] so far. We had got him before the 2014 controversial elections, but he was picked up at gunpoint.”Asked why BNP doesn’t speak of banning its ally Bangladesh Jamaat-e-Islami now as it sometimes did in the past, Fakhrul said, “We usually say so when they [AL] criticises us for not leaving them.”“Doesn’t it suggest that both AL and BNP need Jamaat-e-Islami?” In reply to such a question, Fakhrul said, “No, Jamaat is with us because we wanted them.”About the key election agenda in the next polls – either corruption or extra judicial killing, Fakhrul said, “Along with these two issues, restoration of democracy will be a key issue.”Asked when BNP will give the outline of an election-time government it wants, he said, “It will depend on the situation too. A country like Pakistan which is often dubbed as a failed state has formed a caretaker government with a consensus of ruling and opposition parties.”In reply to another question, he said the BNP wouldn’t join the polls simply to give any party the legitimacy.Asked when and how the negation between AL and BNP which was brokered by then United Nation’s special envoy Oscar Fernandez-Taranco had failed in the run up to the 2014 elections, the BNP secretary general said, “AL was intransigent. It insisted that holding elections is mandatory. There was no time in hand. The election schedule can’t be changed. They said they would hold the polls just because of constitutional obligation and will negotiate a consensus with us shortly after the elections. And Mr Taranco is the biggest witness to their promise.”Asked what China, India, Russia and the United States are saying about the next general elections, Fakhrul said, “China, India and the US want a participatory election here. The European Union is playing a big role their end. Aysha Siddika MinniA Barguna court on Monday dismissed two petitions filed by lawyers of Aysha Siddika Minni seeking her production before it to take her signature in two appeals for withdrawal of her confessional statement and ensuring her proper treatment over the killing of her husband Rifat Sharif, reports UNB.Senior judicial magistrate Sirajul Alam Gazi passed the order, asking the counsels to file the petitions through the jail authorities.The judge also directed the jail authorities to provide treatment to Minni in jail.Minni’s counsel Barguna Bar Association general secretary lawyer Mahbubul Bari said they need Minni’s signature to file appeals seeking withdrawal of her confessional statement and for her proper treatment. “So we appealed to the court seeking its order to produce her before it,” he said, adding that the court turned down the petitions.He also said they will file the appeals with the jail authorities on Tuesday.On Sunday, the court rejected the bail application of Minni in the murder case.Aysha Siddika Minni who was arrested on 16 July night after nearly 12 hours of interrogation reportedly confessed to her involvement in the murder before the court on 19 July.After meeting Minni in jail on 20 July, her father Mozammel Hossain alleged that she was forced to confess the crime and a vested group was trying to divert the direction.Rifat Sharif, 22, was attacked with sharp weapons near the main gate of Barguna Government College on 26 June. His wife Minni appeared to be trying to protect him during the attack that was caught on surveillance camera.Police have so far arrested 16 people over the murder. Besides, main accused Sabbir Ahmed alias Nayon Bond was killed in a reported gunfight with law enforcers on 2 July.
High CourtThe High Court on Tuesday imposed a status quo for two months on publishing the gazette notification for implementing the recommendations of ninth wage board for journalists and employees of newspapers and news agencies, reports news agency BSS.An HC division bench comprising justice Obaidul Hassan and justice Mohammad Ali passed the order after holding hearing on a writ filed by Newspapers Owners Association of Bangladesh (NOAB).Advocate Eusuf Ali moved the writ for NOAB while deputy attorney general Yasmin Begum Bithi stood for the state at the court.

It caused chaos at airports in the U.S. and sparked protests across the country.The president has cast the order as crucial for national security. Earlier Friday, he promised to take action “very rapidly” to protect the U.S. and its citizens in the wake of the appeals court decision, but he did not specify what steps he planned to take.“We’ll be doing things to continue to make our country safe,” Trump pledged at a news conference with Japanese Prime Minister Shinzo Abe. “It will happen rapidly. We will not allow people into our country who are looking to do harm to our people.”The president’s comments were far more restrained than his angry reaction to last week’s initial court ruling blocking the travel ban.
